【摘要】:TheJointCommitteeforGuidesinMetrology(JCGM)haspreparedthisdocumenttopromotethesoundevaluationofmeasurementuncertaintythroughtheuseoftheGUM(seeclause2)andtoprovideanintroduc-tiontotheGUMSupplementsandotherdocumentsJCGMisproducing:JCGM101:2008(seeclause2)andreferences[3,4,5,6,7].AsintheGUM,thisdocumentisprimarilyconcernedwiththeexpressionofuncertaintyrelatingtothemea-surementofawell-de nedquantity|themeasurand[JCGM200:2008(VIM)2.3]|thatcanbecharacterizedbyanessentiallyuniquetruevalue[JCGM200:2008(VIM)2.11NOTE3].TheGUMprovidesarationalefornotusingtheterm`true',butthistermwillbekeptinthisdocumentwhenthereisotherwiseapossibilityforambiguityorconfusion.ThepurposeoftheGUMSupplementsandtheotherdocumentsproducedbytheJCGMistohelpwiththeinterpretationoftheGUMandenhanceitsapplication.TheGUMSupplementsandtheotherdocumentsaretogetherintendedtohaveascopethatisconsiderablybroaderthanthatoftheGUM.Thisdocumentintroducesmeasurementuncertainty,theGUM,andtheGUMSupplementsandotherdocumentsthatsupporttheGUM.Itisdirectedpredominantlyatthemeasurementofquantitiesthatcanbecharacterizedbycontinuousvariablessuchaslength,temperature,time,andamountofsubstance.Thisintroductorydocumentisaimedatthefollowing,includingbutnotlimitedto|scienti cactivitiesanddisciplinesingeneral,|industrialactivitiesanddisciplinesingeneral,|calibration,testingandinspectionlaboratoriesinindustry,andlaboratoriessuchasthoseconcernedwithhealth,safetyandenvironment,and|evaluationandaccreditationbodies.Itishopedthatitwillalsobeusefultodesigners,becauseaproductspeci cationthattakesbetteraccountofinspectionrequirements(andtheassociatedmeasurement)canresultinlessstringentmanufacturingrequire-ments.Itisalsodirectedatacademia,withthehopethatmoreuniversitydepartmentswillincludemodulesonmeasurementuncertaintyevaluationintheircourses.Asaresult,anewgenerationofstudentswouldbebetterarmedtounderstandandprovideuncertaintystatementsassociatedwithmeasuredquantityvalues,andthusgainanimprovedappreciationofmeasurement.Thisintroductorydocument,theGUM,theGUMSupplementsandtheotherdocumentsshouldbeusedincon-junctionwiththe`InternationalVocabularyofMetrology|Basicandgeneralconceptsandassociatedterms'andallthreepartsofISO3534citedinclause2,whichde nestatisticalterms(usedinstatisticsandproba-bility,includingappliedstatisticsanddesignofexperiments),andexpresstheminaconceptualframeworkinaccordancewithnormativeterminologypractice.Thelastconsiderationrelatestothefactthatthetheoreticalbackgroundofevaluationofmeasurementdataandevaluationoftheuncertaintyofmeasurementissupportedbymathematicalstatisticsandprobability.
