【摘要】:Thisguidepresentssomemethodologiestopredicttheforcesrequiredtobringadisabledshipundercontrolwithintheavailablelimitsofthewaterway,takingintoaccountlocalinfluencesofwindandseaconditions.Presentedaremethodologiestodeterminethecontrolforcesthatanescortvesselcanreasonablybeexpectedtoimposeonadisabledship,takingintoaccountthedesignoftheship,transitspeed,winds,currents,andseaconditions.Insomeinstances,thisguidepresentsformulaethatcanbeuseddirectly;inotherinstances,inwhichtheinteractionofvariousfactorsismorecomplicated,itpresentsanalyticprocessesthatcanbeusedindevelopingcomputersimulations.Unlikethemoretraditionalworkofberthingassistanceinshelteredharborsorpullingax201C;deadshipx201D;ontheendofalongtowline,theescortingmissionassumesthatthedisabledshipwillbeattransitspeedatthetimeoffailure,andthatitcouldbeinexposedwaterssubjecttowind,current,andseaconditions.Thenavigationalconstraintsofthechannelorwaterwaymightrestricttheavailablemaneuveringareawithinwhichthedisabledshipmustbebroughtundercontrolbeforeitrunsagroundorcollideswithfixedobjectsinthewaterway(seeallision).Theescortmissionrequiresescortvessel(s)thatarecapableofrespondingintimelyfashionandthatcansafelyapplysubstantialcontrolforcestothedisabledship.Thisentailsevaluationoftheescortvessel''shorsepower,steeringandretardingforcesatvariousspeeds,maneuverability,stability,andoutfitting(towinggear,fendering,andsoforth).Thisguidecanbeusedindevelopingescortplansforselectingsuitableescortvessel(s)forspecificshipsinspecificwaterways.Themethodologiesandprocessesoutlinedinthisguideareforperformance-basedanalysesofescortscenarios.Thismeansthattheacceptabilityofavessel(orcombinationofvessels)forescortingisbasedupontheabilitytocontrolthedisabledshipinaccordancewithspecifiedperformancecriteria.Thisguideaddressesfourselectedperformancemeasures:Towing8212;theabilitytotowthedisabledshipunderspecifiedparameters,Stopping8212;theabilitytostopthedisabledshipwithinspecifiedparameters,Turning8212;theabilitytoturnthedisabledshipwithinspecifiedparameters,andHoldingsteady8212;theabilitytoholdthedisabledshiponasteadycourseunderspecifiedparameters.Thex201C;specifiedparametersx201D;areadditionaldetailsthatmustbefactoredintotheperformanceanalysis.Theseparametersmightbespecifiedbyaregulatoryagencyimposingtheescortrequirement,byastudygroupevaluatingthefeasibilityofescortinginaparticularwaterway,orbytheshiporescortvesseloperatorsthemselvestodefinetheperformanceenvelopeoftheirvessels.Someexamplesoftheseparametersare:Ashiptransitspeed(atthemomentoffailure);Thefailurescenario(rudderfailurealone,orsimultaneousrudder/propulsionfailure,degreeoffailure,andsoforth);Navigationalconstraintwithinwhichthedisabledshipmustbebroughtundercontrol(suchasallowableadvanceandtransfer,cross-trackerror,andsoforth);Wind,current,andseaconditions;andTimedelays,failurerecognition,decisionmaking,escortvesselnotification,escortvesselpositioning,achievingfullpower,andsoforth.Theanticipatedusersofthisguideare:Shipowners/o......
